Stormwater Construction
Notice to Residents: Stormwater Construction Near Leake Oil Property
Norfolk Southern is currently conducting site restoration and stormwater management work south of the railroad tracks near the Leake Oil property. As part of this ongoing project, a stormwater pond is being constructed, and soil excavation is underway.
Over the coming weeks, residents may notice increased truck traffic and a visible soil stockpile in the Village. Approximately 350 truckloads of soil are expected to be moved as part of this work.
Please note: The soil being removed is for construction purposes only. It is not contaminated and is not related to any previous environmental testing or remediation efforts.
Currently, the excavated soil is being temporarily stockpiled within the C.I.D. Tank Farm containment area. Norfolk Southern anticipates beginning off-site soil removal by the end of next week. Once removal begins, residents can expect to see around 30 truckloads per day, typically consisting of 10 trucks making multiple trips.
Trucks used will include both long end-dump trailers and more commonly seen tri-axle unibody dump trucks. Stockpiled materials are located near the NS Operations area at the end of E. Martin Street and will remain there until they are transported out of town.
We appreciate your patience as this necessary restoration and infrastructure improvement work continues.
Hydrant Flushing
The Water Dept. will be flushing hydrants starting the week of April 21st and will continue throughout the week until completed. Residents will experience discolored water/low pressure throughout the week

John Simon was appointed to fill the open council seat left by the passing of Councilwoman Linda May at the East Palestine Village Council meeting on December 30, 2024. He will serve out the remainder of the term until 12/31/2027.

Water Treatment Plant Update
The Village of East Palestine’s new Granular Activated Carbon (GAC) Filtration system was placed into service on June 20, 2024. The filters were installed as part of a contingency plan put in place because of the train derailment. The GAC filters will add another layer of protection to the Village’s water treatment plant now and into the future. Sampling of the municipal and monitoring wells will continue on a monthly basis. Be on the lookout for information regarding an open house that will be held later this summer at the Water Treatment Plant.

NS Value Assistance Program
On September 18, Norfolk Southern announced the Value Assurance Program for East Palestine area homeowners. East Palestine Exempts Train Derailment Compensation from Income Tax
East Palestine, Ohio – September 27, 2023 – The Village of East Palestine has passed an ordinance to make sure no one is required to pay village income taxes on any payments they receive for derailment-related expenses or losses. The new ordinance goes into effect immediately and applies to derailment-related payments received in all of 2023 as well as future years.

Statement Regarding the US EPA’s Comprehensive Assessment Plan
Concerns were raised over a news article published in Morning Journal and Salem News that misinterpreted a recently published US EPA report. The newspapers corrected the information with a more comprehensive story this morning. The village appreciates today’s correction. The original story caused unnecessary concerns and did not reflect what is happening. We understand these are complex issues and subject to misunderstanding.
DeWine, Valley officials announce new Emergency Support Program for East Palestine businesses
The East Palestine Emergency Support Program will provide 0% interest forgivable loans to businesses to assist with ongoing expenses and recovery efforts associated with the derailment.
New Solicitors, Peddlars, & Food Truck Registration Required
Effective January 28, 2023, all peddlers, solicitors, vendors and food trucks are to register, and pay a fee, with the Village Building & Zoning office. This does not include non-profits, religious organizations, or school related activities. Fees are due with the application, and are non-refundable.
