Joint Economic Development District (JEDD) Information & Community Participation
The Village of East Palestine and Unity Township continue to work collaboratively toward the creation of a proposed Joint Economic Development District (JEDD) designed to support responsible economic growth, infrastructure expansion, job creation, and long-term community sustainability within targeted development areas.
This post contains important public documents related to the proposed JEDD, including:
• The Proposed JEDD Agreement
• Petition Documents
• The Economic Development Plan
The Village believes this effort represents a significant opportunity to encourage investment, support future commercial and industrial development, expand utility access, and strengthen the local economy while ensuring property owners remain active participants throughout the process.
Importantly, the proposed JEDD does not apply to existing residential properties or existing township residents. The proposal is focused primarily on vacant, agricultural, commercial, and future development properties within the identified project area.
Property owners interested in participating are encouraged to review the attached materials and complete the petition documents. Completed petitions may be returned to:

Water Treatment Plant Update
The Village of East Palestine’s new Granular Activated Carbon (GAC) Filtration system was placed into service on June 20, 2024. The filters were installed as part of a contingency plan put in place because of the train derailment. The GAC filters will add another layer of protection to the Village’s water treatment plant now and into the future. Sampling of the municipal and monitoring wells will continue on a monthly basis. Be on the lookout for information regarding an open house that will be held later this summer at the Water Treatment Plant.

NS Value Assistance Program
On September 18, Norfolk Southern announced the Value Assurance Program for East Palestine area homeowners. Residents can learn more about the interim program geography, all eligibility requirements, and the specific steps required for program participation on the VAP website, materials available at the FAC, or by contacting the VAP Administrator via PropertyAdministrator@alvarezandmarsal.com or (877) 270-6970.
East Palestine Exempts Train Derailment Compensation from Income Tax
East Palestine, Ohio – September 27, 2023 – The Village of East Palestine has passed an ordinance to make sure no one is required to pay village income taxes on any payments they receive for derailment-related expenses or losses. The new ordinance goes into effect immediately and applies to derailment-related payments received in all of 2023 as well as future years.

The Village of East Palestine extends its gratitude to President Joe Biden for his executive order, which emphasizes the protection of our residents and surrounding communities following the Norfolk Southern train derailment.
Statement Regarding the US EPA’s Comprehensive Assessment Plan
Concerns were raised over a news article published in Morning Journal and Salem News that misinterpreted a recently published US EPA report. The newspapers corrected the information with a more comprehensive story this morning. The village appreciates today’s correction. The original story caused unnecessary concerns and did not reflect what is happening. We understand these are complex issues and subject to misunderstanding.
New Solicitors, Peddlers, & Food Truck Registration Required
Effective January 28, 2023, all peddlers, solicitors, vendors and food trucks are to register, and pay a fee, with the Village Building & Zoning office. This does not include non-profits, religious organizations, or school related activities. Fees are due with the application, and are non-refundable. Additional instructions will be issued at time of approval, to maintain compliance. It is recommended to call B/Z office for an appointment, available 8am to 12:30pm. Please call 330-426-4367 ext 16
