MISSION

The mission of the Department is to serve people, protect lives, and preserve property through the provision of professional fire, rescue, emergency medical services, emergency management, and public safety and education programs.

VISION

It is the vision of the Department to be a high-performance emergency response and mitigation system that meets all the current and future needs of the citizens and visitors to the Village of East Palestine and all mutual aid areas in response to all emergency and non-emergency situations whether accidental, natural, or manmade.

Kent Chapman

Firefighter/Advanced EMT

Kent joined the EPFD as a Firefighter/EMT in August of 2020, with a total of 15 years of service after obtaining his EMS from New Waterford Fire and his firefighter certification from West Point Fire. He continues his family’s tradition of fire service following several family members, with his older brother serving as his major influence. He retired from his corporate job in Information Technology and now owns his own IT consulting company. He’s been married for 45+ years and has two adult children and loves to watch his granddaughter play softball when he can. He enjoys providing service to his community in times of need and hopes to complete his training and certifications to be an EMS instructor, where he can continue to contribute by teaching others.

Brian Rutledge

Battalion Chief, Firefighter/EMT

Brian realized his dream job when he became a firefighter in 1992 and an EMT in 1994, and he joined the EPFD in 1996. Growing up he loved watching Emergency (Squad 51) on television and watched his firefighter neighbor rush to calls when the big siren went off. He has served as an officer for the last six years. He works full-time as the Columbiana County Deputy EMA Director/911 Coordinator as well as part-time at the Lynsley-Royal Funeral Home. Brian loves being able to give back to the community while doing something that he loves, and enjoys being able to mentor new firefighters and helping to make the department one of the best around. He wants to continue working to gain additional knowledge in fire service emergency management to better himself and the EPFD. He is a husband to Misty and father to sons Parker, Peyton and Kyle and they recharge by sitting around a fire with friends, weather permitting.

“MYID” PROGRAM

East Palestine Fire Dept EMS is partnering with MyID to provide a method to safely store and allow retrieval of critical medical information in time of need by medical service providers. This is a program that provides a cloud-based system to store and manage medical information to provide first-responders vital data on your medical issues/allergies/medications in the event you can’t communicate with them. Users create a free medical profile and emergency medical personnel simply scan the QR code on the bracelet or wallet card to access your online medical profile in a few short seconds.

SMOKE DETECTORS

The East Palestine Fire Department, partnered with The American Red Cross on the Sound the Alarm Campaign. The American Red Cross will provide FREE smoke alarms and the fire department will install them for residents who are living in housing without adequate working smoke alarms (one per each level of the home). Please pick up a form from the East Palestine Fire Department or the East Palestine Administration Building, or contact the fire department at 330-426-4341 to schedule alarm installations. Residents must sign an agreement form.
