MISSION

The mission of the Department is to serve people, protect lives, and preserve property through the provision of professional fire, rescue, emergency medical services, emergency management, and public safety and education programs.

VISION

It is the vision of the Department to be a high-performance emergency response and mitigation system that meets all the current and future needs of the citizens and visitors to the Village of East Palestine and all mutual aid areas in response to all emergency and non-emergency situations whether accidental, natural, or manmade.

Amanda Hoon

Firefighter/EMT

Amanda Hoon joined the East Palestine Fire Department in September 2023, bringing with her a strong passion for helping others. As a child, Amanda dreamed of becoming a nurse, and while her career path led her to EMS instead, she has found fulfillment in using a different skillset to make a difference in people’s lives. She has one year of experience as an EMT and has proudly served as a firefighter for seven months. Amanda finds the most rewarding part of her role is being there for someone on what might be the worst day of their life. She previously worked as a drug and alcohol counselor before transitioning into emergency services and now aspires to become an Advanced EMT. Amanda lives by the motto, “Every storm runs out of rain,” and has learned through experience that calls are rarely what they seem—always expect the unexpected. After a busy week, she enjoys camping as a way to unwind. Amanda has been married for 23 years and is the proud mother of three daughters and a grandson. She extends heartfelt thanks to everyone who has supported her on this journey.

Josh Foster

Battalion Chief, EMT

Josh Foster began his fire service journey as a junior firefighter in 1998 and officially joined the East Palestine Fire Department in 2002. Following in the footsteps of his father, Josh knew from a young age that he wanted to be a fireman. His childhood rides in the fire truck sealed that dream early on. Over the years, he’s worked his way through the ranks—becoming a lieutenant in 2014, a captain in 2016, and a battalion chief in 2023. Josh is passionate about mentoring the next generation of firefighters and believes respect and leadership go hand in hand and he notes, “I want to be the best leader I can be, and play a role in the growth and professionalism of our department. The fire service is constantly changing and evolving, and we have to be very proactive to provide the best possible service.” In addition to his role with EPFD, he works full-time as a hydroelectric power plant operator/technician, a career he’s held for 21 years. In his downtime, Josh enjoys golfing, spending time with loved ones, and sharing good food and conversation with family and friends.

“MYID” PROGRAM

East Palestine Fire Dept EMS is partnering with MyID to provide a method to safely store and allow retrieval of critical medical information in time of need by medical service providers. This is a program that provides a cloud-based system to store and manage medical information to provide first-responders vital data on your medical issues/allergies/medications in the event you can’t communicate with them. Users create a free medical profile and emergency medical personnel simply scan the QR code on the bracelet or wallet card to access your online medical profile in a few short seconds.

SMOKE DETECTORS

The East Palestine Fire Department, partnered with The American Red Cross on the Sound the Alarm Campaign. The American Red Cross will provide FREE smoke alarms and the fire department will install them for residents who are living in housing without adequate working smoke alarms (one per each level of the home). Please pick up a form from the East Palestine Fire Department or the East Palestine Administration Building, or contact the fire department at 330-426-4341 to schedule alarm installations. Residents must sign an agreement form.
